     This book contains conclusions which some readers will find disturbing. We think that some infants with severe disabilities should be killed. This recommendation may cause particular offence to readers who were themselves born with disabilities, perhaps even the same disabilities we are discussing. We therefore consider it necessary to state, right at the outset and in the plainest possible terms, that nothing in the views we express in this book in any way implies a lack of concern for disabled people in our community. On the contrary, it is our view that affluent nations should be spending far more than they presently allocate to assist disabled people to live fulfilling, worthwhile lives, and to enable people with disabilities to develop their potential to the utmost. We should commit ourselves to transforming the often deplorable standards of institutional care, and to providing the services needed for disabled people to move out of institutions and into the community.
